Pre- Crisis Market Mapping and Analysis
To date, humanitarian market analysis has, predominantly, been used in post emergency responses to rapid onset crises. However, market analysis can be done in a variety of contexts, from emergency response to preparedness, contingency planning, mitigation, disaster risk reduction, and early recovery. Market analysis used in pre-crisis contexts, maps the functionality of the current market system and then models (or forecasts) the functionality of the market system after a crisis. Undertaking market analysis as part of preparedness and contingency planning, could significantly improve the readiness to respond to crises. Understanding how a market system functions under a variety of conditions – from less stressed to more stressed – allows analysts to see:
- how the market functions under ‘normal’ conditions for a selected target group;
- what components of the market system still function in an emergency for the target group;
- whether relief can be delivered to the target group through existing market structures; and
- whether the market requires support of any kind (such as support to traders), to enable
- relief or early recovery.
This will ultimately contribute to improving the preparedness of agencies to design appropriate and market sensitive responses in a timely fashion, with a minimum of delay. However, undertaking market analysis before a crisis has even more potential. By identifying the capacity and constraints of forecast critical market systems, pre-crisis market mapping and analysis can support the design of responses that address these constraints and that could mitigate the effects of a crisis. The Pre-Crisis Market Mapping and Analysis guidance was developed jointly by the IRC and Oxfam (as part of the ERC Consortium) with the generous support of USAID/OFDA and ECHO. This guidance is intended to provide field practitioners across all sectors with a practical step-by-step process and tips to plan, carry-out, and update pre-crisis market mapping and analysis, in order to inform program design and implementation as well as early warning systems and monitoring and evaluation.
